MANDATORY Bicycle Registration in France
In accordance with Decree No. 2020_1439 of 23 November 2020, concerning the identification of bicycles, the French Government, makes it mandatory to register the identification of bicycles from 1 January 2021.
In Article L1271-2 of the said Decree it is said that bicycles and EPAC sold at retailers are subject to identification from January 1, 2021 for sales of new bicycles and EPAC and from July 1, 2021 for sales of second hand. Children's bikes (wheel 12 ”; 14” and 16 ”) and bicycle trailers are excluded from this requirement.
In Article L1271-3 of the aforementioned Decree it is said that in order to combat theft, concealment and illicit resale of bicycles, a unique national bicycle identification register was created, which is subject to automated treatment under the conditions provided for by the law of 6 January 1978 on information technologies, files and freedoms.
The entity created in December 2020 to manage this bicycle registration process in France is “APIC” - www.apic-asso.com (website not yet available)
